On Monday, February 2, 2026, something special happened under the gold dome in Atlanta—and the pride of Norcross filled the Georgia State Capitol.

As the day’s proceedings unfolded, the Georgia House of Representatives paused to honor two men whose life’s work rarely makes headlines, but without whom cities simply don’t function.

Two resolutions were read aloud and officially adopted, recognizing the extraordinary public service of John Davis and Marvin Rutledge, both recently retired from the City of Norcross Public Works Department.

John Davis, Superintendent of Public Works, retired in May 2024 after 32 years of service.
Marvin Rutledge, Public Works Maintenance Leader, followed in July 2024 after 30 years of service.

Together, that’s 62 years of showing up early, staying late, solving problems most people never see, and quietly keeping Norcross running—day after day, year after year. Both men are not only public servants, but longtime Norcross residents, deeply rooted in the community they served.

The resolutions were introduced by Dr. Arlene Beckles, who spoke from the House floor with heartfelt appreciation. She didn’t just recite years and titles—she spoke about integrity, consistency, and the kind of dedication that can’t be replaced by a job posting or a manual.

“They represent a commitment to community,” she said, “countless acts of service beyond the call of duty, and the kind of institutional knowledge that simply cannot be replaced. Your service has strengthened Norcross, made it more resilient, and better prepared it for the future.”

In that moment, the work of public servants—often invisible—was finally made visible. The applause in the chamber wasn’t just for two retirements. It was for decades of trust, reliability, and pride in doing the job right.

John and Marvin, thank you for the years you gave, the standards you set, and the legacy you leave behind. Norcross is stronger because of you—and always will be.
