City Government: Mayor & City Council

Duluth is governed by a Mayor and five Council Members, each elected to a specific post by a citywide vote, with a professional City Manager handling daily operations. Elected officials serve four-year terms, with Posts 1-3 and the Mayor/Posts 4-5 elected in alternating odd years.
