The future of Norcross showed up in a big way last night.

The Piedmont Pathway Open House welcomed some extra-awesome guests—Cub Scouts from Norcross Packs 26 and 89—who came out to learn how community projects take shape and how their voices can help guide the city they’ll one day lead. 🐾

Moments like this matter. When young residents are invited into conversations about infrastructure, connectivity, and public spaces, it strengthens civic pride and ensures long-term community stewardship. These Scouts didn’t just attend—they represented the future of Norcross.

What Is the Piedmont Pathway?

The Piedmont Pathway is a proposed 2.1-mile shared-use path and linear greenspace designed to connect:

  • Jimmy Carter Boulevard
  • Mitchell Road
  • The Norcross Greenway

Once completed, the Piedmont Pathway will serve residents who walk, bike, roll, or simply enjoy vibrant public spaces, creating safer and more connected mobility options across the city.

Community input plays a critical role in shaping how the pathway looks, functions, and evolves—and events like the Open House ensure those voices are heard early in the process.

A Vision Rooted in Planning and Community Input

In August 2024, the City of Norcross Mayor and Council approved the Parks, Greenspaces, Trails & Green Infrastructure (PGT&GI) Master Plan.

This plan was developed in coordination with—and in support of—the 2023 City of Norcross Comprehensive Plan Update. Together, these efforts establish a five-year, community-based vision to enhance quality of life through accessible parks, trails, and green infrastructure.

One of the top priority projects identified in the PGT&GI Master Plan is the Norcross Piedmont Pathway, reinforcing its importance to the city’s future growth and livability.

Piedmont Pathway Feasibility & Scoping Study: What’s Next?

Over the next 12 months, the City of Norcross will conduct the Piedmont Pathway Feasibility and Scoping Study, a community-driven planning and concept design process focused on turning vision into action.

Study Goals Include:

  • Evaluating the feasibility of a safe, connected, multi-modal, and financially viable shared-use path
  • Identifying a preliminary alignment that supports phased development
  • Integrating state-of-the-art green infrastructure strategies
  • Producing a scoping study that enables the City to pursue funding for a permittable and constructable pathway

Project Process & Schedule

The Piedmont Pathway study is organized into five key tasks:

1. Existing Conditions & Technical Analysis

A comprehensive review of previous plans and current conditions throughout the study corridor.

2. Public Involvement

An inclusive outreach process to engage residents, leaders, and stakeholders, including:

  • Meetings with Mayor and City Council
  • Meetings with the City of Norcross Parks, Greenspace, and Trail Commission
  • Three Public Involvement Meetings
  • Two rounds of three Stakeholder Meetings

3. Alternatives Analysis & Concept Plan Development

Development of:

  • A Concept Layout
  • Typical trail sections
  • A draft Georgia Department of Transportation (GDOT) Limited Scope Concept Report

4. Implementation & Management Plan

A step-by-step roadmap outlining:

  • Phased implementation strategy
  • Potential partners and responsibilities
  • Cost estimates and timelines
  • Possible funding sources

5. Project Deliverables

Preparation of:

  • A Concept Summary Document
  • A GDOT Limited Concept Report
